In the preceding chapter I mentioned a working community of the German-People's Leagues; I would like to deal briefly with the problem of these Communities here. In general, a "working community" is understood to mean a group of Leagues which, in order to make their work easier, establish a certain mutual relationship, elect a common leadership with greater or lesser competence and then carry out joint actions. From this alone it follows that here we must be dealing with Leagues, associations or parties with not very divergent aims and ways. It is said that this is always the case, and the average citizen is happy and reassured when he hears that these Leagues, by associating themselves in such "working communities", have discovered the "common bond" and eliminated "what separates them". And it is a general belief that such associations are expected to have an enormous increase in strength and that small groups, weak in themselves, thus become a power. But this is mostly false! It is interesting and, I believe, important for a better understanding of this problem to clarify how one comes to form Leagues, Unions, etc., which all claim to pursue the same goal.
